Project Goal:

The Cottages at the Power Centre, a new “mixed-income community” development in southeast Lake Charles consists of 125 single-family homes, 30 percent of which are not rent restricted and 70 percent of which are considered affordable housing. The Gulf Opportunity Zone Act of 2005 — which applied federal and state funds to the seven most impacted parishes in the state after hurricanes Katrina and Rita — made this development possible. According to developer Bob Davis, “unless you have affordable housing for a workforce, you can never rebuild from a tragedy. Fortunately in Lake Charles, we were able to start five days after the hurricane [Rita] building affordable housing here. It’s allowed us to be a part of the rebuilding of Lake Charles.”

Solution:

Designed with urban planning concepts such as “smart growth” in mind, the community features traditional Louisiana raised cottages with pastel colors that line streets with carports facing the alleyway. The goal is to achieve a unique sense of community and place. Smart growth values walkable urban centers to avoid sprawl and advocates compact, transit-oriented, bicycle-friendly land use, including neighborhood schools, complete streets, and mixed-use development with a range of housing choices. “It’s truly a place where you don’t need a car, there are 1,100 jobs within walking distance.’’ The development’s amenities will feature an on-site day care center, a community building and two lakes to be used for property irrigation.

Davis and his project team are working with Contects-Consultants & Architects and USGBC’s LEED for Homes green rating system to help quantify, implement and field verify the environmental and energy goals of the development. Davis said “knowing the homes are LEED certified [Leadership in Energy & Environmental Design] the homes will be state-of-the-art and energy-efficient.” Davis said he hopes to change the public’s perception of affordable housing projects like The Cottages.
